The O'ahu Resource Conservation & Development Council (RC&D) is an independent non-profit entity that works to improve the quality of life in the communities we serve.  Closely associated with the USDA - Natural Resources Conservation Service (NRCS), program objectives focus on building sustainable communities through prudent management and conservation of natural resources.

The O'ahu RC&D was officially authorized by the U.S. Secretary of Agriculture in January 2001.  On O'ahu, diverse groups of local volunteers are brought together in a unique partnership to find solutions to their problems.  Local people are best able to determine needs and create solutions for their community. The focus on local direction and control has made RC&D one of the most successful rural development programs of the federal government.
